Both are rabbits, so technically, yes. All rabbits are meat, if that is what it's all about. You don't give much detail.

Can you breed a bew to a blue otter

yes. a BEW can technically be any color (the white is a "sheet" over their REAL color, so if you have it's pedigree, check out it's background. if you breed a BEW to a blue otter, the results could include blue-eyed blue otters, BEW, other varieties of otters (depending on their background colors), blue, and/or whatever the BEW has in its genetics.

You can breed anything, whether you should or not depends on what you are breeding for. Unless you are breeding for show, it should be fine. If you are breeding for show, though, you should avoid this cross; the bew can cause white spots (vienna marks) and blue eyes on the colored babies, both of which are disqualifications from shows.
