Hi guys!
My bunnies have the opportunity to move into a new house, a shed. The exterior has been painted with Duluth weathershield, which lists its VOC as 45-70g/L. Is this okay? A run will be attached to the outside, so there will be one exterior wall they have access too

It's the exterior. VOCs are about environmental issues, and about polluting the air in rooms, which in modern buildings are pretty much airtight so that concentrations can build up while the paint dries.

It really doesn't matter when dry on exterior walls, I wouldn't even worry about the inside of a reasonable ventilated shed after a few hours.
