New Bun Potty Issues

Bailey came from an outdoor horrible setup.
I've had him since the 11th and during those 5 days we've worked more on getting healthy, getting him eating, and all that.
He's just 8 weeks old.

Bailey is a shelf bunny. I made 2 for him. He has 2 towels as liners you know. Water on one level.
Litter with yesterday's news & hay, pellets on the next.

He likes the litter pan. He'll lay in it. Sleep in it. Just not go potty in it.
He'll leave it to pee on the towels & then dig them around.

Now that he's doing better, eating right & on track I'd like to get his potty habits under control.

I've tried putting pee in the pan so he gets its what it's for. I put his poo in too.
He's too young for neutering.

Any thoughts are welcome. Thanks in advance.

Be sure to put hay in the litter box. They like to go while grazing.

Also, this bunny is stil very young. Some young bunnies will train, but they may forget that training once hormones kick in. So don't worry thinking that you have to get him trained soon or else. Older, fixed rabbits are actually easier and learn quicker and are more consistent.
 
I have hay in there but he uses it more for a mattress then snacking. I put some pee pads in there for the moment & just cut the pee out & placed it in the pan under the litter to see if that helps.
