I thought the Hidey-Ho Neighbor was from the Andy Griffith show - I think that aired in the 50s and 60s back in America...but I could be wrong. I thought Don Knotts used to say that.

I think Flanders on the Simpsons says that line, too.

Technically it's off Home Improvement, not Tool Time. Tool Time is Tim's show on the show Home Improvement.
