Do bunnies just breath fast or is something wrong?

They will breath faster when they are too warm or scared. What is the temperature where you are?

I my room is comfortable. On the warm side probably. Should I keep a fan on him?

Is this bunny new to you? Do you think it might be frightened because it's just getting used to a new home?

It depends. A rabbit not feeling well and in pain, may also have an increased respiratory rate. So if you are seeing any other symptoms of pain or illness, then there could be something wrong, especially if your bun isn't eating.
