So I've noticed that my bun only lies down in certain areas, I'm guessing those are his favourite spots, but he never comes up to me. I know that buns are social animals and like being pet so they would actually come up to you to ask for some pets. He only let's me pet him when his laying down at his favourite spots, when I try to pet him somewhere else he just hops away. I think he trusts me enough, he gets close to me often, jumps on/over me when I'm in his way, and I tried getting him to climb up on me for some treats (but he never stayed)

How can I make him want to come up to me? He's been with us for 3 months now and he was neutered almost 2 months ago.

I have 2 bunnies and I can say that they are all very different. I also had a baby bunny who passed away. He was extremely social and treated me like his mum. My other two bonded bunnies don’t particularly like to socialise unless I have treats. They also need to be approached in different way. One bunny likes to be patted only on his head and around ears. Another doesn’t mind.
You might also have to pick certain time for interaction. Does he sit in his favourite place around the same time of the day? It might be that this is his preferable time for interaction. The rest of the time he might want to be left alone. You can not do much, you just have to respect his own time and let him come when he wants it.
The fact that he climbs on you means that he is comfortable next to you which is the most important thing.
