Potty training when one is perfect and the new one...well...isnt

It's been three weeks now since he joined my household. Valentina always uses her litter box and Prince rarely does. I know the routine for potty training one rabbit but how do i train Prince without penalizing Valentina? Btw he has peed in every spot possible so it'd not as easy as moving the box to his favourite pee spot

The only option that I can think of is adding a bunch more litter boxes, even to the point of filling up their space(unless they have free roam), then gradually removing one at a time(the one least used) and see how he does. Otherwise, reducing space is usually how to retrain litter habits.
