New Cage Plans

So, I've been thinking about what to do with cages, and here's what I came up with:
I'm going to get a new hutch for Cocoa, and Taz, and I'm going to move Taz outdoors in the spring. Ruby will remain indoors, and I will change her NIC cage to make it nicer. Until spring, and since Tazzie won't litter train, I'm going to put her in a smaller cage that will be easier to change, and I think I will make an x pen around it.
Sound like it'll work?

What's the problem about litter training?

She just refuses to use her litterbox, so I figured with bedding lining the entire floor of the cage, the smell will be reduced.
