i just got a new bunny about 2 months ago and he was 1 month whe i got him.
well after a while he started to get his little bunny balls i noticed that when i would
pick him up the balls would be deflated and then they would expand again
is this normal?

Well I have never really heard of that, but I know that male rabbits can sort of....pull their testicles back in when they are nervous etc. so that could be what he is doing.
Maybe another member has a better answer lol?

Yeah, that doesn't sound normal at all.

First, one month is extrmely young to be gone from mom. They aren't supposed to be sold until the are 8 weeks.

I would get him checked out by your rabbbit savvy vet.

Maybe you could take a picture to better explain what youre describing?

Boy bunnies can pull their "bits" up inside them when they are picked up or examined, so that could be what youre describing.

Hes probably nearing the age where he can be neutered (if he's descended) so it might be good idea to make an appt with a rabbit savvy vet to have that done in the next few months.

Very normal. The testicles can retract, then have the appearance of "inflating" as they descend back into the scrotal sacs.
