do all female bunnies get dewlaps? or is it a sign of being overweight or the breed????

Breeds with loose skin (such as French Lops) are more likely to get dewlaps. A dewlapdoesn't necessarily indicate excess weight. Some rabbits are more genetically prone to the connective tissue break-down that causes the skin at the neck to excessively sag.
