Constant grooming and pulling of fur

Reeses has been grooming and licking her self very frequently lately. Also her fur can be easily pulled out around the neck and gential area. She doesn't pull it out on purpose but I am afraid she'll get a hairball from licking the loose hair so much.

Anyone have any ideas why she is doing this and how to get her to stop? I thought I'd ask you all now before I take her to the vet in a few weeks to get examed before she is spayed.
 
False pregnancy, maybe? The fur on the neck and nipples loosen so it's easier to pull it out and make a nest. Is she also a little grumpy? The raging hormones tend to do that. It's nothing to worry about, just push the hay and keep an eye on her.
 
I figured it might be because of false pregnancy. She isn't grumpy though, and she isn't pulling fur out to make a nest, but I'm sure the hormones are causing the fur to be looser like you said.

I'll just make sure she eats a lot of hay, as always. Thanks!
