Have you contact rabbit rescues in the area? These two regularly take in rabbits:

He has contacted one of those, who told him to bring in the rabbit. It is a no-kill org.
He said that he is "thinking" about it.
It doesn't sound like he really wants to givr up his rabbit.
His mom has not given him a deadline and maybe he will start taking better care of him.
At least we know that there is someplace available besides the humane society.
