Blood or red urine?

To me that does look like it is blood in the urine and not just normal plant pigmentation due to the fact that the whole urine spot isn't all reddish orange, but that there are spots of bright red in the urine spot. If it is blood, that is quite a bit and I would definitely get my rabbit in to the vet today, immediately. It could just be a UTI, or it could be something more serious. If you don't already have a good rabbit vet, make sure you find one that is rabbit savvy. Maybe bring a sample of the urine spot to show the vet, or at least the picture to show them.

I agree with JBun that it's blood as it's not all the urine stained, just bright spots of it. Best wishes for Peter when you go to the vet.
 
Update: the bleeding stopped before I was able to make an appointment. So I'm not sure what to do at this point, Peter is perfectly fine and is being his or her ( I don't know the sex) normal self.
 
You should still go to the vet. Just because the bleeding has stopped, doesn't mean that there's not a problem or that it won't happen again. Blood in the urine is never normal, there could be an infection or another cause behind the bleeding.
 
Update: Peter had a UTI and got a shot. Apparently he's a dwarf of some sort and everything should be fine in about a week
