I am by no means an expert, but he looks alot like my Yusei (except the ears) who is a broken black mini rex. That would be my guess. Hope it helps.

Definitely could be a dwarf. It will be easier to tell in a few months when he is all grown up

I would agree that he's Netherland Dwarf or dwarf mix. We've had Dwarf Hotots that look similar.
