My rabbit doesn't have sore hocks, just callouses on his heels (which I know is normal). Would they benefit from being moisturized with bag balm or some other pet-safe salve?

I wouldn't. The callouses actually help protect the heals from developing sores. Sometimes applying products will just make the hocks more prone to getting sore. So as long as the hocks aren't sore, red, inflamed, or have open sores, I would just leave them alone and just keep an eye on them to make sure they don't develop any soreness.
