Rabbit chewing tail

Hi there,

Just after some advice. Our rabbits have been bonded for a couple of months now. Jess is 17 weeks and Lucy is 12 weeks.
Lately Lucy has been chewing on Jess's tail and Jess doesn't move. There is a sore developing. Is this normal behaviour or should they be separated?
 
No that is not normal, there is a chance that she is grooming the sore but it's highly unlikely. Is there any other things going on between the two of them?
 
Are they both females or male/female? Since they are only 3 and 4 months old, I'm guessing they aren't neutered yet? Hormones would be the most likely explanation.
