Pee in the bedding area

My rabbit lives in an outdoor hutch, about five feet by three feet. Two feet of that is solid floor which was supposed to be a bedding area. It is filled with straw. However the rabbits keeps peeing in there, as well as the other side of the case which has wood slats. Any advice? Should I try a litter box? Should I put a nest like box in the bedding area?

We have litter boxes in all our hutches and they are about 90% effective.

I would try a litter box. I have a friend whose rabbit would sleep in her litter box and then go to the bathroom outside the box. She ended up having to put two litter boxes in. One for sleeping and one for going to the bathroom. She was going crazy trying to litter train the rabbit and as soon as she did that, the rabbit had perfect litter box habits.
