Nip or Lick?

I am still trying to bond my 3 month old to my 6 month old..I use the x pen to put one in while the other gets the room. THey do lay by each other with the wire between them. The older one will lick the head of the younger one and then turn around and nip it too...What does this mean..? I dont quite let the two run free together yet..I have been working on a bond for 3 months now..Replys please..Thanks! Nancy
 
To me it sounds like the older one is telling the younger one: "I am a bonevolant ruller and will groom you, but I am still the boss!" If the younger one is not grooming in return the older one might be also getting frustrated and telling them they need to be returning the love.

As long as it is a nip and not a bite then I wouldn't worry about it.
 
Thanks all for your inputs here..Yes..little Patootie is next to be fixed..Pancake already is..(the bigger one)..Little Patootie is a very calm layed back bun..but Pancake is NOT..even tho she is fixed..
