How clean his bum is supposed to be..?

Hello again,
I'm full of questions....Emilio's bum (7 weeks) is a bit dirty, is it normal or is it supposed to be super clean like the rest of his fur? I'm doing my best to keep his cage clean and he's getting better at using his litter tray, he cleans himself a lot but the fur around his tail and in the bum is dirty. should I clean it or let it be? His poo is solid, no diarrhea.

mainly urine and a bit of poo. The tray is about 40cm x 30cm, should be big enough

Definitely regarding absorbent. I tried using shredded paper with my Eco Shredding. Well, didn't work. Paper made a puddle below so litter boxes had to be changed faster and cleaned thoroughly. So we are back to 100% Eco.
