My little dutch bun is constantly cocking her head and then scratching her ears. She is acting normal and is fun and playful, but wonder if this is normal.

She could have ear mites, this causes the rabbit to scratch their ears excessively, there will sometimes be a crusty surface inside the ear, dandruff, missing fur.

Wry neck is also possible. This is condition in which the rabbit's head tilts to one side while the chin tilts to the other. One cause of wry neck is ear infection, sometimes caused by e. cuniculi or Pasteurellosis. Another cause is trauma to the head, causing damage to the inner ear. Tumors in the head and stroke can also cause the head to tilt. Also called torticollis.

If she has any of these symptoms, you should take her to the vet.
