By ARBA phenotype(physical)definition, a charlie is an extremely lightly marked rabbit with little or no color in the muzzle area,minimaleye circlesand is generally void of body markings. Your rabbit does not fit the physical description for a charlie, nor is it a genetic charlie. I would consider it to have the minimum of 10% body color.
A lightly marked hetero broken (1 copy of broken gene) with "charlie"phenotype (appearance)is not necessarily a homozygous (2copies of broken gene) genetic charlie. So, a solid and a broken can produce a rabbit with charlie appearance that does not have charlie phenotype.
