There are really two major issues here
1. The cat is not using its intended litter box
Are you using the same type of litter for your cat and your rabbit? Cats are drawn to certain textures and generally eliminate on the textures they like the best.
How often are you cleaning the cat's box?

2. The cat has access to the rabbit's box
I'm guessing this means the cat also has access to the rabbit which does concern me as cat bites are particularly nasty when it comes to bacterial infections and even the nicest of cats may decide to bite or scratch.

I think your best bet here is to keep the cat and the rabbit separate so that the cat doesn't have access to the rabbit's box.

My rabbit used to have run of the living room during the day, until the cats started jumping into his area, going in his cage and using his litter box. I had to get a top for his cage and watch more carefully.. but apart from blocking it off they won't necessarily stop. I even had different litter in both.
