Bad grooming?

Lately I've noticed that my little (but not so little) lop has developed matting under his chin. Is it because he's not grooming right or is it because I'm not doing something right? And how do I fix it? I brush groom him at least once a week and pet groom him at least once a day.
 
I have this problem too, But it will happen to most bunnies as they normally chin everything. You just need to be persistent in your grooming.
 
Storm has them to I noticed it resently when I have been teaching him stand.

But there is no way he would let me touch his chin at this point so I figure I will make sure it does not get any worse and cut it out later.
 
It is on the chinning part of his chin. I don't know how to work on it, though, seeing as how he pulls his head away if I try or curls his head onto his chest when I put him on his back.
