are bath mats okay as toys?

hi guys,
i'm wondering if bath mats are okay toys for rabbits?
lemon currently has one that he likes to dig and pull the fluff out of, its made of long-ish hair fabric.
he doesn't eat any of it, just leaves the hair in piles.
is this okay? i originally just used it to protect my carpet and didn't plan on him pulling it up but i don't mind as it was cheap and stops him damaging my actual carpet lol.

I would mainly be concerned about the risk of possible ingestion, which could lead to an intestinal blockage if enough was consumed.
