Not if your bun has any contact with the powder itself. Reason being is that anything your bun has contact with will always pose the risk of inhalation or ingestion. If there is no risk of your bun inhaling or coming in contact with the powder, then yes things like baking soda could be used to deodorize a surface. And if your bun will come in contact at some point, the powder should be cleaned up first. Also never use any powders that would be toxic if accidentally ingested.
If it's your buns environment that is smelling, the best deodorizer for cleaning up rabbit urine is vinegar. I've also used natures miracle. If your rabbit itself is smelly, then it's either because they are unaltered and thus have those hormonal smell issues(in which case neutering/spaying should fix the issue, particularly with males and their musky urine), could have buildup in the scent glands, have a skin condition that needs treatment, or if there is urine or poop on their bum there's a potential health issue going on.
