Solution to digging holes under the fence?

We are going to build a small barn with a good sized bunny section and an outdoor run.
I thought it might be a good idea to "pave" the outdoor area with open celled concrete pavers; vegetation can grow through them but the bunnies can't dig themselves out. What do you guys think of this idea?
 
being concrete it may be too hot. Derby has an outside run. When we build it len dug down a foot or so and laid down wiring, covered it back up with dirt and then planted dandelions, clover and grass. The fencing on the sides goes right up and over to form a roof so that hawks etc can not carry him off or preditor get in.
 
We live in a wet climate and the problem here with digging in wire is that it starts rusting and breaking up after a while, causing loose sharp prongs. Unless anyone knows about rust resistant wire.
