Staining and matting on underside

Otis has some bad staining and matting near her tail area.
Apollo has a completely clear underside so I know that it's not due to litterbox set-up as they share a litterbox.
She's not overweight and our vets have seen it a few times but have always said that she should clear it up herself. However she's had it faintly since we got her and it is only slowly getting worse I believe. She's also got sort of a "butt skirt" which I've read is genetic? She does groom herself and I've never really questioned it but I'm guessing that she finds it too hard to reach once she pees on it. They're both indoor buns so they're not sitting in their urine/faeces for prolonged periods of time as I'm always cleaning it.

Anyway, the main question is:

how do I clear it up? or should I take her to the vet for them to clear it.

I need to grab some pictures of both the buns and then I will post them here.
