Scooting litter?

Okay, so Maya is doing this weird thing in her litter box that I've never seen Teddy do before... She's like, scooting around the litter in her litter box. It's not QUITE digging... it looks like digging in slow motion. Is this normal? I doubt it's anything dangerous or whatever, I've just never seen it before. Also, I don't want her feet to get dirty. :rollseyes

Mine tend to do that more often if I don't top it with hay.
