I would buy cheaper hay now that he's started throwing it around;) You can buy it really cheap at a nearby farm or a place similar to that for a very cheap price. Also, if he's not neutered, he is probably throwing pee at you territoriality, so I would definitely get him neutered.

My baby always throws his hay EVERYWHERE!! Then he just dosent eat it, and leaves it. Why!!!!??????????? He also! When he has pee on his paws flings it at me!!!!?????

I haven't seen any of your other posts so I don't know your setup.
Does your rabbit get enough play time outside of that cage? It may likely be frustration. Did you notice the times he is throwing hay about? Is it early morning/evening? This is when they are most active and want to run around and play.
Perhaps his litter area is too small as well.. Can he turn around and extend his body? When they urinate, their tails lift up and their body extends slightly. Can he get access to his hay while pooping/urinating comfortably?
I personally do not think that buying cheaper hay will accomplish anything, no offense to anyone. Your rabbit may just need a little more space, that's all. Additionally, a little hay tossed here and there around the litter area is just something we get used to when having a rabbit. If and when you can afford it, he does need to be neutered when he is of age. He won't be so territorial. Lastly, he is a little cutie! 😍

All of your babies look so cute and loved!!!! Here is my horse, Bella, my rescue squirrel who was left by her mom and is free now. She LOVED watching videos of squirrels. My dog and the buns are in the forum pic.
