New Bunny peeing

We just got a new bunny from rural king. It seems to run around around eat and drink good. We have had an issue from day one on him using the liter box. I had a small plastic pan and he would pee out it everywhere. I decided to go with a dishpan with high sides. I placed it in there yesterday. I have not seen any signs of pee anywhere since yesterday when I added the new pan. Would a bunny hold his pee in? I am not sure what else to do for him. He poops in the new pan. He seemed healthy and happy. He has drunk lots of water. Any suggestions would help. The vets here are very expensive so what could I do or any suggestions? Thanks
 
To be able to give any suggestions or recommendations, we need to know what the litter box set up and your rabbits pen/living area is like. So either a very thorough description, or pictures would be helpful.
 
He has a big rabbit house see photo. His liter box is on the left bottom side and at first I was using a plastic long bowl. It had fresh pellets bedding and hay over the top. I then felt like he was too big for it because he would always get in it to pee and then pee out. I then got him a dishpan mush deeper but same length. He will get in it and poop but not pee. He also never was too good at peeing in the liter so he might not be fully trained. I think he might just be stubborn but he can not go forever without peeing. He seems fine plays runs and eats.

First one is old liter and the second one is the new one in the house.

He may be actually peeing somewhere and you could just be missing it. If he really isn't peeing, it could have something to do with your litter box set up. You want a box that is big enough to be comfortable to lay down in if they want, with plenty of hay in there. If the dish pan you're using is too small for him to position himself properly to urinate, that could be the problem. That would be my guess, that the dish pan is too small and the sides too high, that he doesn't feel comfortable urinating in it. This link has good info about how to set up a rabbits litter box.

Actually after looking in the new liter pan he may have went kind of wet some in one spot. So I guess he is just learning.
