I'm keeping my rabbit in a pen as I'm litter training him. I just wanted clarification on when can I let him outside of his pen during this time? I've let him out a few times if I see that he hasn't had any accidents in the pen, but then when I do he'd go and pee in a different spot.

Wait until he's consistent with potty training within the exercise pen. Then, when he's done that, just expand the area a little. Too much space is what can lead to potty accidents. The key is to expand his roaming space gradually.
