Fleas or Mites? How to treat

My rabbit is losing fur around his neck and is constantly scratching himself. I have also been itchy lately. I've noticed I have bumps on my arms and feet. I saw black bugs moving on my rabbit, are these fleas or mites? Also, how can I treat this?

Edit: Someone told me they're fleas. Can I add diatomaceous earth food grade to my carpet and then apply advantage 2 for cats on my rabbit?

You can put DE on your rabbit. Rub it directly on the fur, trying not get dust in the air where your rabbit will breath it in. I don't think Advantage 2 should be used on rabbits. I used to use Advantage for cats on my rabbits, just not Advantage 2. I don't remember the dose. It should be used on only adult rabbits. Some reports say the some rabbits can be sensitive to it,
