Bunny with unknown/rare deformity/illness?

I have a special needs bunny named Benjamin. About 3 years ago I got Benjamin from a family that had a accident litter, they told me he did pee on himself and had scalding from it. They also took him to the vet multiple times before I picked him up. I thought he just needed to learn how to pee properly but I figured that was not the case as it continued for another 2 weeks. After that I took him to multiple vets, they first said they had no clue what was wrong and did nothing but take my money, the second however said he has sphincter problems, meaning he can’t control when and where he pees. I have never heard of anything like this and could not find anyone else who did. That was about 2 year ago when I found out. He still has the same problems which means constant butt cleanings and sore really bad sore hocks. Has anyone else ever had this problem? Also Is there any way to treat his hocks?
 
Did they rule out bladder calcium/stones as the cause of the urinary incontinence? Was e. cuniculi ever considered? Did he ever get a blood titer to rule e. cuniculi out? Was a blood panel or xrays done and was anything found? Did he receive any medications like antibiotics or anti inflammatories to see if the medications helped at all? Was a spinal problem ruled out? Does he leak urine all the time, only certain times, or just can't assume the proper posture when urinating and gets urine on himself? Have you tried using a barrier cream to protect his skin?

What is his living space like? Is it set up at all to help keep any urine on the flooring drained away to minimize skin contact? The link below has info about caring for disabled rabbits that you might find helpful.
