Bun with black skin on testicles

I got this bun not to long ago and the owners says he been neutered 2 year ago and he's 5 but he still has black skin where they were supposed to be is this normal? and the 2 boys i got neutered has no skin at all

It would be useful to take some pictures if you can- this way we will be able to understand the situation better. If you do suspect something is going on, take them to the vet. A rabbit-savvy vet would know the best.
