16 Day Old Kit's Eyes Aren't Open

I have one kit that still hasn't opened its eyes and they are approximately 16 days old now. The eyes do not look crusty, but they lids look developed and they aren't open yet. It's siblings' eyes opened at 13 and 14 days.

When should I be worried? Is there anything I can do?

Nevermind, I fixed it! He just needed a little help with some water and gentle prying. I think he's MUCH happier now that he can see!
