I only put hay in one of mine.. The other would take it out and put it to side... When i first started to litter box train my first one i put hay in the box and his favorite toy and put the water bottle near it

I use a layer of newspaper, then a layer of bedding (right now it is Fresh World Bedding, but I might swich to Care Fresh) and last a layer of hay. The newspaper makes cleaning easier and the litter helps with odor control. My rabbit it very picky abou how clean her litterbox is so she always puts a layer of hay down after her mess lol.
