Mine does the same, he picks out only the bits that he likes and leaves the rest - which he may or may not eat if he gets really hungry and there's nothing else
 
I've had rabbits do this before. In one case, I put wire over part of the feed dish to prevent digging. You can also try putting a stone in the dish or hanging the feed dish up high.
 
Mylop does this also .I think I mightve fixed the prob recently tho. Seems like she gets frustrated trying to get her face in the feeder,so I bought.a bigger one that her face goes into easier and she hasn't dug any food out yet.
 
I have the same problem. I suggest.
1. put it up high
2. try a j type feeder or one like this, http://www.impex.nl/en/category/58/
3. make sure you are not giving her too much food. If she is hungry, she wont waste it.
4. put something under the cage bottom to collect food she spills so you can feed it to her again.
 
I have also learned that my lop prefers a bigger bowl (opening) as opposed to my Rex who doesn't care one way or another as long as miss piggy is getting her pellets:eats:
