My 2 year old male rabbit is blowing hair like crazy but looks like a kid cut his hair with a scissors. Is this normal shedding? My other thought is I gave him a new friend a few months ago, maybe he's over grooming this bunny? This male is the boss of the two though. He is Mini Rex. Typically very smooth coat.

It looks like they may be shedding a lot. My rabbit looks like that when she is shedding a lot all at once.
 
I just use slightly damp hands, when they stop enjoing it I put one hand on their head, when they decide it's enough and go anyway they get a treat.

I also keep cutting out matted spots with a trimmer around my bucks bum and hind legs, well, he gets quite a lot of treats lately...
 
Your rabbit looks very similar to my rabbit! They are both Mini Rexes too! My rabbit went through something like that a couple of weeks ago. I was scared to death, but now he is fine. Just check his fur for mites, and pet him with damp hands as Preitler said.

Our rex was exactly the same, I was so worried especially as he went totally bald in some places but it’s all grown back and you’d never know. I use the small furminator and it works well. Good luck
