Baby rabbits are not growing and their eyes are not opening !

This as an actual picture of 3 week old kits?

Hm, I would start weighting them every second day to eliminate subjective perception, check if the does teats are all right, feed her like there's no tomorrow (including oatmeal, Sunflower seeds, whatever). Actually, I would put a bowl of damp oatmeal right next to the nest or in a coner of it since they should start eating solids now anyway.
If the doe doesn't have enlugh milk you can supplement by handfeeding.

There are no dwarfs involved, right?
 
Well I thought it's an old photo I would say one week or ten days, they should open their eyes by day 10. They look fed and healthy just I'd never say they are 3 weeks old. She feeds them well has milk etc? I second on oatmeal but they don't look thin from where I am just not 3 weeks old and especially if you say the eyes still not open. What breed are the parents?

Harlequin is not a breed as far as i know I have harlequin lionhead myself and yours looks like mini lop or lop at least

What type of pellets and hay is the mother being fed, and is she being free fed both? Failure to thrive can have a nutritional cause, possibly due to the mother not producing enough milk, or the mother's feed having nutritional content issues. There are some other possibilities that are health related such as parasites.

She's being fed Xcel nuggets and orchard grass
 
Looking fine for 3 weeks mini lop mix imo, hard to judge about size but generally looking good. Are they active babies moving around or still staying in their nest box mainly? Eyes open now?

Eye's are starting to open , moving around a little ..

Harlequin is not a breed as far as i know I have harlequin lionhead myself and yours looks like mini lop or lop at least

Harlequin is a breed recognized by the ARBA. They originated in France and come in two types, Magpie and Japanese. Jasmine's rabbit are the Japanese type. I am not a breeder, so I can't explain the colors now show up in other breeds that are "purebreds."
