Concerned about head tilt getting worse

My bunny has been on pancur since April 1st. We suspect EC. She came to me from a rescue center in October. They said she was born with a head tilt and we noted that her spine is crooked causing her not to stand well. After having her since October I began to question whether or not she had EC. She's had a few bouts of utis since we have had her. I have noticed when she has a UTI she spins more and falls over but the time she is having right now has been the worst. She won't drink I'm having to give her fluids and she continues to fall over. Since starting the medicine for EC she has somewhat gotten worse. She is still eating when I hold her up. She will urinate now since I've been giving fluids but she can't stand. Her head tilt is worse.
I took her to the vet Monday. He started her on carafate and meclizine. I haven't seen much improvement with either. She's going in Tuesday to have her urine checked to see what organism she has for an infection. I can't take her before then because we don't have over 200 dollars to pay for it right now. I'm keeping her on her bactrim twice a day until it gets checked. I'm just not sure why the head tilt is worse and her standing is a lot worse. Any information would be quite helpful. She was doing great before at her prior functioning but now she gets scared. She isn't very cooperative with fluids either. She never has been much of a water drinker either.
 
Did a vet ever do a blood titer to check for active EC? The test is typically given twice over a couple of weeks and checks the active parasite count. If the panacur isn’t working and the titer shows active infection I think there is another med available, but it isn’t cheap. If it isn’t EC then there may be a genetic or neurological problem.
 
They haven't done the titer because of the cost of the lab test. This evening she is doing a bit better. I still can't get her to drink well. She's going in tomorrow to have a urine test done with a urinaylsis too.
