Do rabbits lick/groom themselves when anxious?

So, as you may know, Bugs was neutered recently. He is wearing a cone because he chooses to chew at the incision. With his cone on, he will try to lick himself as if the cone is not even there. He will lick the side of the cone. My question is: Do rabbits lick/groom themselves when anxious? I know people do certain things when nervous (bite nails, pick fingers, tap foot, etc.) but I am curious to know if this also applies to rabbits.
 
Some will. But it sounds to me he's probably just doing it in an effort to try and get to the place that he actually wants to groom.
