my bunny is twitching(?) help.

At a brief look, it looks like twitching that happens naturally when a rabbit is asleep! Does it usually happen when your rabbit is lounging this?
yeah i notice it when shes laying down. also when she flops. is that normal?
 
Bunnies will sometimes randomly twitch in their sleep. I just presume it's from little bunny dreams. They will also sometimes do tooth chattering(not to be confused with tooth grinding from pain), and sometimes you can see them have hiccups, which can look a bit like they're twitching. These are all normal bunny behaviors.

The only other thing that could occur to look like twitching but is actually a health problem, is a seizure. But if you watch the videos in the link below, you can see that the twitching in a seizure is very different and can be much more intense. A warning though: they are medical related videos that some may find disturbing.

If my bunny does this while just lounging or laying down, is it normal? It happens when she is flopping sometimes also.

If it appears your rabbit is sleeping (rabbits can sleep in many positions, including lounging and laying down), then it is likely fine. Rabbits can twitch when sleeping, and that's normal. The videos included in @JBun 's reply show what isn't normal (i.e. partial/full seizures).
