Harvey has recently been sporting a butt skirt;
a ruffle of longer hair around her bottom. Just noticed it a month or two ago. My bf is kind of worrying about it. He wanted me to ask you experts if this is normal. She will be 6 in three weeks so I told him it’s probably just getting older that caused it. ( trust me gals, after a certain age most people start to find hairs where they never grew before) Can anyone tell me if this is normal and if it’s just a sign of age?
Bf is really concerned.

That's normal. Partially genetic. Some rabbits just have extra skin. You see it a lot in breeds with thick fur and loose skin, like mini lop, french lop and flemish giant.
 
Yep, she has a "ruffle" of loose skin! Nothing harmful about it, the only thing is it can be a hindrance for breeding but I doubt you are worried about that :)
