I don't know anything about raising bunnies. It seems that timothy hay is always the most recommended hay. My vet told me that rabbits can get allergies to different grasses, just a people can. If it were me, I would want to give my bunnies exposure to different grasses to lessen the chances of my rabbits having allergies later in life, so I think that orchard grass is a good choice. My disclaimer is that this is my best guess on what hay to feed and not backed up on any research. I have a rabbit right now that is struggling with allergies, so that is why it is my main concern.
 
Is orchard grass the best hay to feed 3 week old mini lop mix babies?

The breed of rabbit really doesn't make any difference when it comes to feeding. At 3 weeks, they should still be nursing and can begin having nibbles of hay and pellets. They can nibble on whatever hay momma is getting. Often this is alfalfa (a richer, legume hay), but the orchard (grass hay) is perfectly fine too. I'm guessing that the pellets are alfalfa-based?

They should continue to nurse from momma for 7-8 weeks.

I'm allergic to timothy hay , and i've fed it before but my piggies and rabbits don't like it .
