Baking soda in the litter box?

So I've run out of litter, and can't get some till most likely next week, so I need an alternative that will keep the smell down. So, I was think of having the litter box, sprinkling baking soda on the bottom, then putting a few sheets of newspaper and some hay on top. Will this be safe for my bun?
 
I would just put some layers of toilet paper down, covered by a thick layer of hay that pee should just drain right through. You may have to change it every 2 days or so but it's safe if he nibbles on toilet paper and in any case a thick layer of hay is fairly hard to dig through.
 
Just the newspaper with or without the hay will be safe. Newspaper isn't all that great at odor absorption but if you change the box daily it shouldn't be a problem.
