My rabbit is chewing the wires

My holland lop, yoda has a two story huge home and at least 3 hours of free time but he still chews the wire wall of his cage! What should I do?!
 
If he doesn't have fresh water and hay to eat, a variety of toys to play with in there, or a comfy place to sleep (some bunnies like enclosed areas for this, such as a tunnel. I use a small soft carrier for my bun), he is probably trying to chew his way out because the cage isn't meeting his comfort needs.

If you don't think that's the issue, the behaviour could also be because he's learned that when he does something annoying like chew on the wires, someone will let him out or give him food. In this case the only way to stop him is to ignore him when he does it, like a child whining for attention.
