Eating a Towel

Barley has an old white towel that he's fond of. He bunches it up, scrabbles in it, hides under it and grooms it. However, it appears he's not only licking it, but eating it too. Is this hazardous, or is it okay for the occasional nibble? He hasn't eaten very much of it in the time he's had it. I've taken it away for the moment and he's staring at me mournfully.
 
Thanks for your reply, Nancy! You're right about the vets - wish one of my two kids had gone into vet medicine. I think I'll err on the side of caution and give Barley another paper bag instead of his towel. :)
