Every time he sees me, he first speaks in his normal voice, then he speaks in this squeaky, weird little voice. I think it's him acting like I am talking back. Sometimes, he is getting the gist of what I am saying because he is reading my ears and nose, but other times, I think he's playing make believe.

Do I need to call the mental health authorities on my father?

I do not think you need to call authorities. Just sit down with father and make sure you see eye to eye on issue of communication. I do this with my father and straightened him out in no time.
