Do you have any of your last batch of hay that you could mix it in with? You could also try mixing herbs into it, or misting it lightly with apple juice - if you do this you'll need to replace it regularly, because moisture isn't good for hay, but it might get them to eat it.
 
I was just going to say the same thing. Maybe return it and try something else? Do you still have the receipt?
 
I had a hard time getting my rabbit to eat alfalfa hay. I accidentally got it wet one morning, and she promptly sat down and started munching. I think it may have something to do with smell? It smells quite strongly when I wet it. I don't even have to wet it anymore now, thankfully! Be careful if you wet it though because hay will mold really quick.
