Be a bit further back from the cage. Many rabbits I have had over the years had to be tricked into thinking I wasn't waiting to get them outside of the cage. Not all rabbits are like my Trix who completely ceded her trust to me on the very first day I had her. In fact- most are a bit stand-offish at first.
 
She will come out eventually :) she may just be a very shy little girl!!
It can be a hard process but I promise you it gets better! I've only had my baby for abit over 3 months and things take time but I promise your little girl will start rewarding you with cute behaviour and kisses eventually.

Just keep spoiling her and giving her space (if that's what she needs) and some TLC (tender loving care) :) 🐰🐰
